from residents and experts, the mayor came up with this plan today and some believe that he had to do this. if he didn't lower the fines, the city council would do it for him and they still might lower the fines more. with a council committee ready to take on the high speed camera fines next monday, mayor gray unveiled his own plan. >> we continue to work on this up through and including yesterday, and we're ready to announce the direction we're going pursue. >> reporter: under a plan proposed by council members chay and wells, basically all speed limit fines would be ef l clear thumbs down. >> on a safety perspective, there is no deterrent and some people see that as a cost of doing business. >> reporter: not so said aaa's john townsend, who cites experts who claim the amount of the fine doesn't matter.

he points to our neighbors as an example. >> the fines are $40 in the state of maryland. yet people are complying with the law. people are slowindown, and the number of violations has decreased in that state. >> reporter: no one denies d.c. coiffures are overflowing with money from speed camera tickets. the mayor said that he put that money to work. >> the additional revenue generated by speeding fines will be used to hire 100 new police officers. >> reporter: council member tommy wells supports the idea of more officers on the street. he said the mayor's plan still uses camera fines to fat know up the budget. >> when we balance the budget, it should be done with taxes and we should not use fines across the city to balance the budget. >> one thing to point out under the mayor's plan for speed limits over 10 miles an hour, well, that will be dropped to $50. the thing is when it comes to speed cameras throughout the city, chief lanier said that

her department does not send out tickets for basically zero to 10 miles over the speed limit. a police officer would have to write that ticket also, under the mayor's plan, a complete review of all of the speed limits. some could be reduced and some could be increased, shawn. >> matt, let me ask to make clear here. we have the city council who is coming up with the plan. the mayor who announced the plan. who is going to get the final say on this? >> well, right now, the mayor can basically make this plan that he wants. he wants to enact it on monday. he can do that but the city council can come in once it goes to committee, and then to a full vote. they can decide to lower it and then it would go to the mayor. the mayor could veto it and he did not talk about that today. the city council could come up with a plan that lowers speed fines more. it continues from here. >> the bottom line, they're going down no matter who sets

the bar for it. >> yeah. >> matt ackland, thank you. >> uh-huh. staying in d.c. now, a news alert. a police officer recovering from stab wounds. investigators say two officers were responding to a domestic dispute here on 17th street and northeast this morning when a man approached the officers from behind. the police say the man stabbed one of the officers in the head, neck, and hands. according to chief lanier, that officer then turned around, shot and killed the man in self- defense. the police say the very same guy had just attacked his grandfather. >> the grandfather who initially called the police here was also assaulted -- assaulted. at this wot, we have an officer with stab wounds and transported to the hospital and a grand father with injuries transported to the hospital. >> the officer is out of the hospital this evening and has cbs cut wounds. the police have not attacked the man who followed a police officer.

state police say an officer shot and killed 17-year-old boy after the teenager tried to attack the officer with a knife. the shooting happened this morning near the faulkier and sfford county lines. deputies from both counties were called to the scene to investigate a possible dui. virginia state police are now investigating as a request of both sheriff's offices. dominion finished restoring customers their power last night. hundreds of crews started leaving for new jersey today and 1500 people are going. they're taking between 20250 bucket trucks. dominion has underground line crews in new york city and helping to restore power in lower manhattan. to the latest on super storm send, the long cleanup and recovering process continues in new york. the death toll rises to 39. countless homes completely destroyed and some, as you can see, reduced to rubble.

widespread power outages carrying into the weekend and some really long lines for gasoline. david lee miller has the latest. >> reporter: new york mayor bloomberg touring the damage in brooklyn, urging patience to millions of new yorkers worn down by sandy's wrath. >> we are doing what we can as fast as we can consistent with making sure that we have no further loss of life. >> reporter: folks frustrated with long lines for gas, new york governor andrew cuomo said relief is on the way. cuomo said the coast guard cleared debris from new york harbor, allowing tankers to re- enter ports and more fuel will be en route soon, along with $100 million for relief. >> millions of gallons of gasoline are now through the harbor and going into the distribution network. >> reporter: for many, getting gas is the least of their problems. with homes flooded or destroyed. staten island, one of the hardest-hit areas, houses ripped a part, some blown off

of their foundations. other drowning in flood water. emergency crews trying to fast track the assessment of damage here after residents said they were being ignored. the federal emergency management agency also mobilizing 30 joint teams to the hardest-hit areas. >> these joint teams will have an expert in each area, an expert who knows private insurance, an expert from fema who knows the fema phones, and an expert from the state who knows the state housing programs. >> reporter: nearly half of the reported debts in new york city took place here on staten island. now, forecasters say another storm is on the horizon and is expected to say east of new york in new jersey. david lee miller, fox news. we continue our coverage now with fox 5s paul wagner. he joining us live from staten island. homeland security secretary

janet napolitano on the ground there late today touring the devastation, we understand. >> reporter: she was, will. she held a news briefing here a while ago. after her remarks, they opened it up for questions, and i asked her immediately, madame secretary, of all the damage you have seen from hurricane sandy, what is the worse and where does staten island rank in she said staten island ranks among the worse at the. to let me show what you is going here and this is the relief center. they set up a relief center for within gone who needs to come and make anything to make their lives bet or staten island. there is bottled water, hot foods, drinks, dry goods, cereal. many things in your pantry, toilet paper, diapers, clothing, meals ready to eat, coats, shoes, baby clothes.

seeing people here coming through, trying on coats and shoes. any. when you go through staten island, you will see that there is a lot of belongings that have been taken out of homes. it's saturated by water and is on the sidewalks. during the news conference, we heard from a number of people, including the borrough president here in staten island and we heard from the speaker of the city council who had nice things to say about people who were donating items. >> i want to thank all of the people bringing food and other donation. people are pouring in with food, with diapers, with clothes. this station and the donations and the volunteers who are here are sending a clear message: as bad as sandy was, she will not keep this borrough or any new yorker down. >> nine federal search-and- rescue teams have been deployed

and supplementing state and local efforts, error 70 structures here in staten island. >> reporter: the red cross has also set up what is called a area where you can get hot meals here on the island in the shopping center. in addition to, that they have emergency response vehicles, a number of them. one public information officer said there were 10, and then we heard that there might be many more than that. what the vehicles are doing is l up oadingth hot meals and driving around staten island to all of these affected neighborhoods and feeding people. in addition to that, they have cleanup kits for those people not able to take hot showers. when you drive around the island, will, it's a absolute

mess. there is still water and debris all over. the lines for gasoline are staggering. >> and paul, as you're driving around, are you hearing from people based on what they believe was a good response or lack thereof? i heard a borrough -- borrough president saying he felt more could have been in place by the federal government ahead of the storm? >> reporter: there has been criticism of the red cross. and from the new york city marathon coming up. many people believe they shouldn't go through with the new york city marathon because it's taking away so many resources: generators, policemen, fthe minds of a lot of people. the marathon, we're told s going to take place and that is going happen.

the need here is for the stuff behind me. homes are destroyed and flooded out, and it's going be cold here tomorrow, will. >> as far as the marathon is concerned, mayor bloomberg saying this infuses $300 million into our local economy, so i think that is a push. i would imagine a big push there on staten island is trying to get the power back on. >> reporter: power is a major issue. there are policemen in every single intersection. because the power is out, so many gas stations can't power up to actually pump the gasoline, and that is why you see stations that do have power have so many long lines. it's just a domino affect. problem after problem after problem with the power and the power's been out here for a week now. >> all right, paul wagner, good to have you on the ground there with perspective. thank you. still ahead, a fight caught

. a massive water main break has been disrupting traffic along wisconsin avenue in bethesda today. take a look. sky fox high above the scene this morning. crews were of placing a water main in front of a high-rise discovered, the condo's parking garage was flooded. bob barnard is on the scene with more. i hear you have wild pictures with the flooding? >> reporter: we do, shawn. this was fresh, not saltwater that caused so many problems in new york and new jersey, but the result of the flooding here. the images from underground look mighty familiar. this is what it looked like down there in the parking garage around 10:00 this morning. they staking -- taking pictures of the five cars nearly submerged in muddy waters. this is a mercedes. parked behind it, another car likely totaled. >> that is horrible. it's like sandy only it was

created by an error, i will say. >> reporter: diane's car is safe. not one of these, thanks to a heads-up neighbor. >> one of my friends in the building called my about 7 to tell me that the garage was flooding. and that i needed to move my car up. >> reporter: this happened beneath a condominium complex long wisconsin avenue in bethesda north of bradley boulevard near the cvs, pet smart, and staples. a spokeswoman for wssc, the washington suburban sanitary commission said crews overnight were installing a new water main along the curb right in front of the building. >> the contractors were in the process of hooking up the building to the new line this morning and when we noticed flooding in the lowest level of the parking garage. >> reporter: not only are several cars damaged or destroyed, but residents can't get down there to see. the stairwell also under water

and only the people trying to clean up the mess are allowed down there and they let us see for ourselves. back on the street, we showed the photos of the cars to the people living here. >> gone. very sad. >> reporter: other crews were called in to pump out the water. wssc telling us it's not raw sewage but mud turning the water brown. as for the source of the trouble? >> we're in the process of investigating that right now. obviously, the new line is where the leak is, so we're looking in the building and under the ground to see if we can find the source of how the water is entering this building. >> reporter: a number of homes and businesses in this area were without water service for a time this morning. that has since been restored. wssc said if it turns out they caused the flooding here, they will make it right for the owner's whose cars were trashed, shawn. >> frustrating. thank you for the update tonight. if you thought you spotted snow plows on the road in d.c. today, you were not seeing

things. it really happened. the district held a snow team practice run today to make sure they prepared. more than 1,000 workers took part in the exercise. they headed out from rfk stadium to refamiliarize themselves with the equipment. the mayor said the city is more ready than ever. >> we have 45 new trucks. we have new technology, greater access to additional trucks. i think we have got the most modern equipment we can. >> reporter: about 700 snow plow drivers drove their routes today. administrators, supervisors and logistical team members practiced their roles as well. i'll tell you what. this morning, i woke up and opened my eyes and felt sun-- saw sunshine. i was excited to see it this morning. >> you would have seen goose bumps on your arms if you stepped outside. it was cold today, wasn't it? >> we continue with the big trough of low pressure and this

. now to the state of the redskins. sunday is the skins final game before their biweek. it's also their homecoming game. even though every game in the nfl you would agree is a must- win game, this week's game can really impact the rest of the season in a big way. lindsay is back now with a closer look. hi, lindsay. >> reporter: thank you, will. at this point, the redskins are 3-5. every player said there is a big difference between losing and falling to 3-6 and winning to improve to 4-5, especially into the biweek. sunday, they will be tested by a carolina team that has one win and six losses. that makes them a bit desperate and dangerous. the redskins with three wins are feeling a sense of urgency as l. last week, in a loss to the steelers, the skins were never in that game, the first time that happened all year.

president obama: i'm barack obama and... i approve this message. . the final monthly jobs report before the presidential election is out today, and both campaigns are seizing on the numbers to make their case for the white house. both the president and mitt romney campaigning in swing states today, looking for the last-minute undecided voters. here's the latest from molly henenburg. >> companies hired more workers in october than at any time the last eight months. >> he has higher unemployment today than when he took office. >> reporter: one jobs report, two different interpretations. the labor department said the economy added 171,000 new jobs in the month of october. the rate of growth was not enough to keep the overall unemployment rate by rising by a .1 of a percentage point to 7.9%. >> the situation's not changeed or improved at all and is discouraging.

spouses, and even a former president to stump through swing states from now until election day on tuesday. why in washington. >> democrats in fairfax county are taking election officials to court. the county's democratic committee is suing state and local officials over what they say is an illegal attempt by republicans to change the rules for observers at polling places. john henrehan has a closer look. >> reporter: with a population of more than a million, fairfax county is the biggest single jurisdiction in the swing state of virginia. thousands of voters are already exercising their option to use in-person absentee ballots. as usual, whatever voting takes place, election observers from both major political parties are invited to be present. the fairfax democratic committee is howling over changes in the training for the election judges.

they said the election board is telling chief election officers to limit the movement of party observers and has instructed those judges to essentially forbid any interaction between the party observers and voters. >> john henrehan is in the courtroom monitoring this and we'll bring you an update as soon as we get it, shawn. today is the last day of early voting in maryland. you have until 9:00 p.m. to get to the polls. maureen umeh is live outside of bowie, maryland, tonight. how are the lines today? >> reporter: lines are very long, shawn. let me step out of the way and show you. we had to move our truck a bit. this is the back of the line here. this snakes all around the bowie library and into the building. a lot of the folks standing in line for hours just to vote. it's cold out here and they're bundled up. they want to perform the civic duty saying it's important and doesn't matter who you're

voting for, they said, they want to be a part of the process. you see the line here snake around the building, phones in line for up to two, three, i heard one person say four hours to get inside. it's been a very cold experience. agai a lot of them are braving the elements to make sure that they vote. if you're in line by 9:00, can you vote. if you think it closes at 9 and can't get here, just as long as you're in line by 11:00, you will be allowed inside to vote at any polling place in maryland. that is the case here. i voted in d.c. a couple of days ago and the lines there, too, were equally long. a lot of people ask why wait in line. i felt that you're sort of busty and -- busted and why not stick it out and do that. again, a lot of people are taking it very seriously. and they want to make sure that their voices are heard. we'll be out here until this polling place closes and we'll bring you an update at 10.

>> clearly we're having trouble -- do we hear it now? go ahead, audrey. >> let's start over. >> reporter: okay. police responded to a call here at 9 this morning. a call about an assault. 29-year-old andrew scan was taken into custody. d.c. police tell me he's been charged with assault with a dangerous weapon, a gun. there are unconfirmed reports that a shot was fired at a woman in the front yard of this home and police have been inside all day looking for more weapons. there are three police vehicles, two unmarked and one marked and officers have been going in and out of the house for the last hour or so and going over it top to bottom. the 29-year-old andrew scan has been taken into custody and is

facing one count of assault with a dangerous weapon and this is an investigation that is still ongoing. >> thank you. we'll continue to sort this out for you and another update at say that andrea is not part of our fox 5 family and certainly a class act and our heart goes out to her family. let's talk about the forecast. it's chilly and still gray. >> the 50s is not bad until the wind kicks up. >> yes. >> and that is the wind. >> and that is when you go like this. the two factors make all of the difference. and that does look like, we're talking about a few sunny spots, and that is what we ended up with and rfk in the background and that is where all of the snow trucks were today and 700 of them, something like that? we were practicing the routes and i hope that is not a

harbinger of things to come. more importantly, it's important that we get sleep, right? saturday night into sunday morning, the clocks fall back and don't forget to do that. this is the forecast for the weekend. 52 tomorrow and we stay in the 50s. i think we'll have clouds out there tomorrow and we'll have some more sunshine as l. the wind will be kicking up, looks like tomorrow winds are 10 to 15 and gusts, 20 to 25 at times tomorrow and tomorrow afternoon and again, wrap-up if you're out for an extended period of time, not so window sunday and looks like it's going to be more sunny on sunday. the high temperature is pretty much right in there and some upper 50s for lower northwestern neighborhoods and you heard a lot of talk this last week, the developing nor easter and this is the setup and takes us into the middle part of next week and we have seen this potential storm showing up on the models the

last few days and the chilly air comes down into the mid- atlantic and the midwest. the warm air coming up ahead of the jet stream. the ingredients for the storm to develop and that is looking like on wednesday, the storm system is sitting off of the coast of the carolinas and that is the day the storm will make up its mind what it wants to do and that is reflective of what happens in the upper level of the atmosphere with the jet stream. we get this merging, if you will, the storm will go up the coast and that will affect the areas from new jersey into new york and new england that woimpacted by hurricane sandy -- we're impacted by hurricane sandy and the storm will go harmlessly off to sea, may bring some wind along the coastal areas and we'll have very little impact. i know we're all routeing for the storm to go out to sea. i will tell you this, if it takes the classic path of a nor'easter, going up the coast

next week, it does not look like, at least right now, that it's going to bring us any snow. okay? higher elevations of the appalachian into pennsylvania, yes, but we're talking about some chilly showers here. 51 right now. speaking of chilly, 46 for gaithersburg; 48 for dulles. we have been kind of living in the temperatures the last several days with a limited sunshine. the clouds and cool this evening at 7:00. mostly cloudy at 9, mostly cloudy at 11. the clouds should break up overnight tonight and we're finally pushing this big trough up to the north and to the east and that is going to briefly allow for a little bit of high pressure to fill in for the weekend and that is why we're a little bit more encouraged for both saturday and sunday that we're going to get sunshine in here and that flow will be out of the northwest and it will keep us chilly. certainly for tomorrow, it will keep us breezy as well and a

couple of sprinkles, few and far between. let's not worry about that. overnight tonight, clouds will be breaking up. it will definitely be colder in the suburbs and we're going to go 42 here in town. winds will be northwest at 5 to 10 miles an hour and out in the suburbs, easily down ithe 30s tonight and we break out into the sunshine tomorrow afternoon, but couple, it's going feel breezy. not breezy with sunshine on sunday and saturday night, the clocks fall back and that is what i say. an extra hour of sleep. monday, 53; lighten up, tuesday, voting day looks good here and we're consistently in the lower 50s and we'll continue to watch the coastal storm. >> thank you, gary. >> you bet. it's a phenomenon that many women love. we're talking about spanx, problem-solving undergarments that tuck and tighten everywhere you need it.

. we're back now with a consumer alert for hyundai and kia owners. the e.p.a. said the korean automakers inflated the gas mileage by one to six miles per gallon. it was uncovered during an audit by the agency and it's now making the automaker replace the fuel stickers. they apologize and will reimburse customers for the difference between the miles figure. apple's mini ipod tablet hit stores today. they camped out overnight to get their hands on the device. they believe that it will sell 1.5 million units this weekend

alone. apple's ipad mini starts at $329 and the fourth generation larger ipad was released today as well. get a load of this one. it was nearly a $23 million mistake. california woman found out she won the lottery after seeing her picture in the paper. the woman bought the lucky ticket in may and guess what, like a lot of us, she forgot she bought it and didn't check the numbers. with the clock ticking down on time, the officials released a surveillance picture of the winner buying the ticket. they knew where it was bought and when, and they were hoping to track the person down. guess what, it worked. the store where it was bought also won $115,000, their cut, and a bump in business. >> after we sold her the ticket, after we sold the jackpot, i have like my business went up and helped my business a lot. i have people come and -- all over the town. >> the winner stepped up in time and only had 25 days left
